What happened

On 22 October 2026 INSEE, the French statistics office, published its monthly business climate survey. The composite indicator for all sectors rose by one point to 97. Its long-term average is 100.

Manufacturing drove the gain. Its indicator rose four points to 105, above its long-term average. Services gained one point to 99. Retail trade, including vehicle trade, fell three points to 93. Building construction lost one point to 95.

The employment climate went the other way. It fell three points to 95, below its average of 100. INSEE attributes the drop mainly to lower expected workforce in services, excluding temporary work.

Firms answered the survey between 25 September and 19 October 2026. The September composite was not revised after rounding. The next release is scheduled for 20 November 2026 at 8:45 a.m. Paris time.

The roast

The headline says French business mood improved. One point, on a survey still below its own average. We would call that a pulse, not a recovery.

Look at who is cheerful. Factories report stronger order books. Shops report a worse month, and service firms plan to hire fewer people. Our read: the people who sell to households feel the squeeze first.

Then there is the employment line. It fell three points in the same release that "improved". A survey can rise while hiring intentions fall. That is not a contradiction. It is the reason to read past the first number.

Why it matters to traders

  1. France is the second-largest economy in the euro area. Surveys like this one feed the picture the European Central Bank builds before each meeting. Our central banks guide explains how that picture turns into a rate decision.
  2. INSEE publishes at 8:45 a.m. Paris time, inside the European session. Our trading sessions guide shows which hours carry most of the euro's liquidity.
  3. The full sector tables are in the INSEE release. The employment climate is the line we would watch next month.
